Key Changes in 2025

As we enter 2025, the NDIS is undergoing significant changes aimed at improving efficiency, sustainability, and participant experiences. This blog post will keep you informed about the latest updates and changes in the NDIS scheme, ensuring you stay up-to-date with the evolving landscape.

  1. Impairment Notices (Effective 1 January 2025)
    • All new NDIS participants will receive an impairment notice, which will include details about whether they meet the disability or early intervention pathways. Current participants will receive an impairment notice when they move onto a new plan.
  2. Claims and Payments Framework (Effective 3 October 2025)
    • Providers must now submit claims within two years of delivering support. The National Disability Insurance Agency (NDIA) will honour all claims for support provided before 3 October 2024 during the first 12 months of implementation.
  3. Plan Funding Periods
    • From 3 October 2024, all NDIS plans will have a 12-month funding period. Starting in 2025, participants may have shorter funding periods tailored to their specific circumstances.
  4. Enhanced Plan Budget Flexibility
    • Participants will have greater control over their budgets, enabling more personalised support arrangements.
  5. Improved Review Processes
    • Updated review mechanisms aim to ensure quicker, fairer resolutions of participant concerns, reducing administrative burdens.
  6. Early Intervention Pathway
    • The NDIA will design an early intervention pathway to support children under 9 with developmental delay or disability. This will include early intervention packages and a “lead practitioner” model.
  7. Review of Pricing for Music and Art Supports
    • The NDIA has commissioned an independent review of suitable NDIS pricing for art and music supports, to be completed by July 2025.
  8. Approach to Market
    • The NDIA will release an approach to market to identify tools to understand the needs of NDIS participants in the first half of 2025.
  9. Assessment and Budgeting Reforms
    • The NDIA will work with the disability community to design and implement reforms to assessment and budgeting.

Why Have These Changes Been Introduced?

The Australian government's commitment to ensuring the NDIS remains sustainable, effective, and participant-focused is the driving force behind these reforms. Key drivers include:

  • Addressing Systemic Challenges: The previous framework faced criticisms for being overly complex and bureaucratic, often causing delays in plan approvals and reviews.
  • Enhancing Participant Experience: The changes aim to empower participants with more control over their plans and streamline access to support.
  • Ensuring Financial Sustainability: By introducing time-bound claims, the government seeks to curb inefficiencies and safeguard the program for future generations.
  • Aligning with Modern Standards: Implementing updated frameworks ensures compliance with evolving best practices in disability support and service delivery.
